The System Is Rigged
mediumDoughy, the former mall security guard who 'stumbles into the investigation in an ineffectual attempt to protect the student population,' is the film's explicit stand-in for incompetent official protection. All three detect conditions are met: he is the ostensibly trustworthy authority, he is revealed as negligent/ineffectual, and the protagonists Martina and Dawson must act outside his protection to confront the killer. Three signals land: authority figure is willfully negligent, working within the system fails to protect anyone, and resolution only arrives when protagonists operate outside institutional channels.
About this message: Institutions meant to protect people — governments, corporations, law enforcement, the justice system — are depicted as corrupt, incompetent, or actively harmful. Heroes must work outside official channels.

Full plot (spoilers)
The film opens with a teenager named Screw Frombehind being attacked by a masked killer in her home. As she flees, she accidentally runs into a bug zapper and is electrocuted. The killer, annoyed that he was robbed of the kill, lights a cigarette that melts his Jason Voorhees mask into a Ghostface mask—an early signal of the film's relentless parody tone. The next day, new student Dawson Deery arrives at Bulimia Falls High School and falls in with a group of teens: Boner, Slab, Barbara, and Martina. Murders begin occurring around town, drawing opportunistic TV reporter Hagitha Utslay to the scene to breathlessly cover the rising body count, while former mall security guard Doughy stumbles into the investigation in an ineffectual attempt to protect the student population. The group begins receiving mysterious letters from someone who claims to know their shared secret: while drunk driving, they struck a deer and disposed of the carcass in the ocean. Each member also harbors a petty additional guilt—Martina withheld laxatives from her grandmother, Boner was responsible for his brother ending up in prison (where he died), Slab smoked his uncle's ashes, and Barbara removed a mattress tag. As the killer picks off more hapless victims and the body count climbs, the group retreats to Slab's house for a party. Several members are attacked during the night but survive thanks to coincidental unrelated medical emergencies rather than any competence on their part. Martina and Dawson eventually confront the killer, who is unmasked as Hardy, Doughy's evil twin cousin. Hagitha accidentally shoots Hardy before departing with a pizza delivery boy. A post-credits sequence reveals the subsequent fates of the surviving characters. Throughout, the film parodies I Know What You Did Last Summer, Scream, Friday the 13th, and numerous other late-1990s horror films.
