In the coastal town of Annieville, residents brace for Category 5 hurricane Henry. Dakota, a young woman suffering from agoraphobia, remains trapped in her deceased mother's house, unable to bring herself to evacuate. Pregnant Lisa is also stranded in town. Siblings Dee, Ron, and Will shelter with their foster parents Billy and Rachel, who are woefully unprepared. When the hurricane strikes and destroys the town's sea wall, a tanker truck carrying animal blood ruptures, spilling its contents into the floodwaters and attracting sharks into the submerged downtown area. Dakota spots Lisa trapped in her car amid the shark-infested waters and, summoning the courage to overcome her agoraphobia, rescues her and brings her back to the house. Meanwhile, Dakota's uncle Dale, a marine researcher, learns that a large great white shark he had tagged named Nellie has entered the Annieville area. With roads blocked by flooding, Dale enlists a visiting TV news crew and heads toward town by boat. At the foster home, bull sharks attack — Rachel is killed and Billy is injured. When Dee and Ron discover that Billy has been stealing their welfare payments, they turn on him, using dynamite to destroy sharks that have invaded their flooded basement before escaping in a truck. As floodwaters continue to rise, Dakota retrieves a rowboat to help Lisa, who has gone into labor. A shark capsizes the rowboat, putting them in mortal danger, but Dale arrives just in time. He fends off attacking bull sharks while Nellie — the tagged great white — kills another shark. Dale rescues Dakota, Lisa, and her newborn baby. The group sails away from the devastated remains of Annieville, only to receive an ominous warning: another hurricane is approaching the coast.
