During halftime at a Los Angeles Stallions football game, running back Billy Cole receives a threatening phone call from a man named Milo. After taking PCP, Cole brings a gun onto the field, shoots three opposing players, and then kills himself. Meanwhile, Joe Hallenbeck, a disgraced former Secret Service agent now working as a private investigator, discovers his wife Sarah is having an affair with his business partner Mike Matthews. Shortly after the confrontation, Mike is killed by a car bomb. Joe is then hired to protect Cory, a stripper, and at her strip club he meets her boyfriend Jimmy Dix, a former NFL quarterback who was banned from the league for gambling and drug use. That night, hitmen attack the group; Cory is killed, but Joe and Jimmy survive. Investigating together, the mismatched pair uncovers a taped conversation between Senator Calvin Baynard—who publicly leads a sports gambling investigation—and Stallions owner Sheldon Marcone. Joe recognizes Baynard from his Secret Service days: he was fired after assaulting the senator upon witnessing him torture a woman. They learn that Marcone has been bribing senate votes to legalize sports gambling, while Baynard attempted to blackmail Marcone for six million dollars. Cory had obtained the tape and was trying to use it to get Jimmy reinstated to the league, making her a target. Marcone retaliates by framing Joe for Baynard's murder, forcing him to unknowingly deliver a bomb-laden briefcase to the senator's bodyguards. Joe and Jimmy mount a rescue and confront the conspirators at the Stallions stadium. The climax ends with enforcer Milo killed by a police helicopter and Marcone killed when he opens the rigged briefcase. Joe reconciles with his wife Sarah, and he and Jimmy agree to work together.
